Finance & Operations Manager (all genders)

To support our management team, Sovereign Tech Agency is looking for an experienced person to efficiently set up and implement operational processes.

The Sovereign Tech Agency is a public organization dedicated to the digital sovereignty of the economy and society. Our mission is to strengthen the foundations of our digital autonomy and secure open digital technologies as the critical infrastructure of the 21st century.

Open digital infrastructure is the backbone of the digital world. It is essential for the flow of information, for government, for business, and for innovation, much like roads and bridges in the physical world. The most effective strategy for building this infrastructure is open source software: it is the bedrock on which our digital society is built — powerful, collaborative, and democratic.

With a commission from the German Federal Ministry for Economic Affairs and Energy , we invest in critical software components, develop programs and create structures that sustainably strengthen the open source ecosystem, including the people behind the code.

Who we are looking for

We are looking for a dedicated and motivated Finance & Operations Manager to contribute the future growth of the Sovereign Tech Agency.

As a key member of our administrative team, you will help shape processes, ensure everything runs smoothly, and support the further expansion of the finance and operational side of our organization. You have a keen sense for accurate project controlling and keep a close eye on figures, deadlines, and processes. You enjoy working interdisciplinarily and diving into topics to find and implement suitable solutions. Public procurement law, the German Federal Travel Expenses Act (Bundesreisekostengesetz), and similar regulations are familiar to you. You have extensive experience with public funds, ideally also from EU programs. Last but not least, you are enthusiastic about digital tools and feel comfortable in an impact-oriented environment.

Your Tasks

• Work closely with our commercial managing director in setting up, implementing, and optimizing administrative processes such as purchasing, recording-keeping, document management, and controlling
• Planning and organization of projects related to business operations or administration
• Project controlling
• Point of contact for finance, controlling, and payment management
• Market research, approval, and procurement processes
• Active knowledge management for all business operations topics
• Support with invoice verification (especially travel expenses)

Your Qualities

• A degree in business administration, public management, administrative sciences, or comparable qualifications
• At least three years of previous experience in a similar role
• Experience in managing public funds (budgetary and procurement law); experience with EU project administration is a plus
• Proactive approach to work
• Interest in open source and/or software development
• Business fluent in German and English
• Team player: you enjoy collaborating with coworkers, active and open communication, and both giving and receiving feedback
• Working independently: Your work is self-directed and proactive, utilizing modern collaboration tools

What we offer

• Based on experience and qualifications, the annual compensation for this role (at 40 hours per week) is 66,000-82,000 Euro aligned with the TVoÃàD-Bund wage agreement for the public sector.
• Flexible and remote-friendly work arrangements for all family and life situations, from our office in Berlin-Mitte, from home, or in a hybrid model
• Please note: we have one to two in-person team meetings in or around Berlin per year, and almost all meetings are scheduled during GMT +1 working hours.
• 30 days of vacation (based on a 5-day work week)

• Initial two-year term with the goal of converting subsequently to an open-ended contract
