The Digital Social Protection and AI Integration Expert will work within the Digital Technologies Implementation Department of the National Agency for Social Protection (NASP) to spearhead the integration of artificial intelligence (AI) into social protection business processes. This role is central to NASP's strategic goal of improving service quality and user experience through innovative AI solutions.

The position involves digitalising social protection services and implementing cutting-edge IT technologies that directly impact the lives of Uzbekistan's citizens. You will work in a dynamic environment where traditional systems are being advanced through AI-supported approaches – from automated call centre operations to data-driven policy development.

Working closely with a team of four specialists and under direct leadership of the department head, you will be at the forefront of a development initiative derived from Uzbekistan's Social Protection Strategy 2030. This transformative role offers the opportunity to establish AI frameworks that will serve as models for other Central Asian countries and contribute to regional and global best practices in digital social protection within the framework of the international Digital Convergence Initiative (DCI).

Your tasks will involve

  • Coordinate user experience research and process optimisation: Lead comprehensive analysis of social protection business processes, gather user stories and identify inefficiencies while incorporating stakeholder feedback and strategic alignment requirements
  • Develop AI business cases and feasibility studies: Create detailed business cases that demonstrate where AI can optimise NASP operations – including risk-benefit analysis, cost assessments, and implementation roadmaps
  • Design technical specifications and project management frameworks: Develop comprehensive technical documentation, project charters, and delivery management systems for AI integration projects across all NASP business processes
  • Manage AI vendor relations and contractor oversight: Lead procurement processes, manage supplier relationships, and oversee external consultants on AI projects to ensure quality delivery and knowledge transfer
  • Facilitate institutional capacity building and knowledge transfer: Drive the institutionalisation of AI capabilities within NASP teams, ensuring sustainable implementation as well as alignment with the Social Protection Strategy

Your profile

  • Specialised expertise required:Candidates need advanced knowledge in AI technologies, machine learning, and natural language processing, particularly in application to public service delivery systems
  • Multilingual environment:Position requires excellent English skills; basic Russian or Uzbek language skills are advantageous
  • Cultural adaptability:Experience in multicultural environments and emerging markets preferred
  • Technical leadership:Proven track record of successful implementation of AI solutions in public administration or large organisations is expected
  • Travel requirements:Role is based in Uzbekistan and includes business travel within Uzbekistan and potential international travel for best practice exchange within the framework of the Digital Convergence Initiative
  • Innovation focus:Opportunity to work with cutting-edge technologies, including voice and text chatbots, automated analytics, and intelligent service delivery systems, and to collaborate internationally with other experts in this field through DCI
